Capital Improvement Plans and Ongoing Planning Activities For Georgia Local Governments

Principals of Engineering Management, Inc. have been heavily involved in long-term and
short-term planning of water and sewer systems for over 45 years. Many
municipalities have engaged EMI to develop a Capital Improvement Plan as a planning and engineering tool to provide a framework for future expansion of the water and sewer
system and develop orderly expansion with goals. The Capital Improvement Plan is
suitable for obtaining long-range funding and/or grants and short- and long-term planning.
Capital Improvement Plans evaluate many items associated with utility systems from
infrastructure to system finances. Capital Improvement Plans also evaluate historical
growth and projections in population, water and sewer customers, water demand, sewer
flow, in order to develop future water supply demands and sewer flows. Projects of special note include:
City of Baldwin
The Capital Improvement Plan for the City of Baldwin was developed to provide a capital financing plan for essential public utility projects. The Plan was initially intended to support the Refunding of the City’s Revenue Bonds, which will result in substantial savings in interest charges to the City. The Capital Improvement Plan also included proposed water and sewer system improvement projects with associated cost estimates.
Town of Braselton
The Capital Improvement Plan for the Town of Braselton was developed to provide a capital financing plan for essential public utility projects. The Plan was initially intended to support the Refunding of the Town’s Revenue Bonds. The Capital Improvement Plan
also included proposed water and sewer system improvement projects with associated cost estimates.
City of Jefferson
The Capital Improvement Plan for the City of Jefferson was developed to provide a plan for the expansion of the City’s water and wastewater system to meet the needs of the community as it continues to grow. The Capital Improvement Plan also included proposed water and sewer system improvement projects with associated cost estimates.
