Since its inception in 2000, the HCWSA has a goal to essentially supply all of its residents with public drinking water, especially those with critical drinking water needs. Many residents throughout the County lacked sufficient water supply or had poor water quality. Many of private residential wells had gone dry or had low flow or slow recovery time. Multiple residents had two wells, many of which only one well was working. The water quality of many of the wells was poor, with some of the wells testing positive for Coliform Bacteria by the Hart County Health Department. In addition to poor water quality and reliability, area residents had no fire protection. The standard of living for these residents was below par for the nation.

In the past 25 years, the Authority, with the services of EMI, has successfully completed seven projects utilizing $3.75 million in Community Development Block Grant (CDBG) funds, to extend its water system with over 47 miles of 2-inch to 12-inch waterline with fire hydrants, and supplying over 550 low to moderate income households with public drinking water and fire protection. EMI provided preliminary project development services, survey, design engineering, permitting, and bid phase management on all seven of these life- improving projects.
 

The Authority received its seventh CDBG, with grant funds of $750,000, to extend its water system with nearly 7 miles, and supplying over another 128 low to moderate income households with public drinking water and fire protection.
